A clear problem, defined users, realistic scope, implementation plan, and measurable outcomes can make an idea easier to assess. Eligibility and funding decisions always belong to the relevant funder. Legal, privacy, accessibility, procurement, and sector requirements must be confirmed with qualified advisors before implementation.
